Bottom Line: Landing somewhere squarely between the unique hilarity of BORAT and the misguided nastiness of BRUNO, Sacha Baron Cohen’s latest effort is a minimal series of gut-busting laughs strung together by the thinnest of political satire story lines. It’s comedically crude, shocking and offensive – but also cinematically flat, forced and flawed. You may find yourself sporadically laughing, but this DICTATOR is not fit to rule.
